Overview
Mr. Thavone Atsamouth founded Luangprabang Smart City Sole Co., Ltd. in 2023 to execute the Lao-ASEAN-International Tourism Industrial Zone Project, which is a modern city zone project with a total area of 195.5 hectares. All of the land is under the ownership of Mr. Thavone Atsamouth.
For investment in the said area, investors can coordinate, negotiate, buy-sell, and lease land, or joint-invest with the project owner (landowner) directly in various forms of investment according to mutually agreed conditions.

Objectives
- To develop the 195.5-hectare area of the Lao-ASEAN-International Tourism Industrial Zone into a modern city zone.
- To establish various businesses, such as hotels, resorts, condominiums, apartments, shopping malls, duty-free commercial zones, modern hospitals, international schools, and others.
- To strengthen the economy of Chomphet District, Luang Prabang Province, create jobs for the local people to gradually achieve better livelihoods, and promote diverse and sustainable tourism.
The following important documents from the government sector have been completed:
- Received the authorization from the Prime Minister to sign the Memorandum of Understanding (MOU) to study and survey the project feasibility, No. 14/PM, dated January 31, 2023.
- Signed the Memorandum of Understanding to study and survey the project feasibility with the Ministry of Planning and Investment on March 9, 2023.
- Completed the Economic-Technical Feasibility Study, which was approved by the Tourism Business Management Department, Ministry of Information, Culture and Tourism, No. 001/TBMD, dated May 22, 2024.
- Completed the environmental work and received the certification from the Department of Environment, Ministry of Natural Resources and Environment, No. 3368/MoNRE.DoE, dated August 20, 2024.
- Completed the conversion of land type from agricultural land to construction land.
- Continuing with various related tasks, particularly field work to improve and prepare for infrastructure construction, including the road system, water system, electricity system, and others.
Project Location
Sanokmoungkhoun Village, Chomphet District, 15 km away from the city center, 12 km away from the airport, 18 km away from the railway station; 20 minutes by land transport and 45 minutes by water transport, and has an airfield capable of accommodating small aircraft landings.
